A patronage party refers to a political party or organization that uses its power to distribute government jobs, contracts, and other favors to its supporters and allies in exchange for their political loyalty and support. This practice is often used to maintain and strengthen the party's power and influence, as well as to reward those who have helped the party achieve its political goals. Patronage parties have been criticized for promoting corruption and cronyism, as well as for prioritizing political connections over merit and qualifications in government appointments. **

While there are some similarities between the patronage system in ancient Rome and a mafia-like system, they are not the same. In ancient Rome, patronage was a legal and social practice where wealthy and powerful individuals provided support and protection to those of lower status in exchange for loyalty and services. While there were elements of coercion and favoritism involved, it was not as organized or criminal as a mafia system. The patronage system in Rome was deeply ingrained in the social and political structure of the society, whereas the mafia operates outside of the law. **

Yes, there is often a bureaucratic elite and office patronage among career civil servants in government offices and politics. This can be seen in the way certain individuals are favored for promotions or key positions based on personal connections rather than merit. To potentially dismantle this system, there needs to be a focus on transparency and merit-based hiring and promotion processes. Implementing clear criteria for advancement and ensuring that decisions are based on qualifications and performance rather than personal connections can help to break down the bureaucratic elite and office patronage. Additionally, creating avenues for feedback and accountability can help to ensure that decisions are made in the best interest of the public rather than personal relationships. **
